He also said the applicant must live in five years for two years, which is retrospective. The Immigration Department has the right not to issue new cards to applicants and there is no appeal mechanism. He said the applicant could only "direct contact" and then attach the return letter to the application form. This is done in advance for clients to avoid future dealings with officials.

He explained that under the old system, even if it was less than two years old, it could still defend itself with officials as long as it proved that it had no intention of giving up its identity. However, with the coexistence of new and old cases, applicants are not clear yet, but officials have the right to trace back, so they will fight the immigration department.
